| Bootstrapping Broken and Fixed Again |

Someone has broken it again and now it is fixed. This didn't happen
quite this often in the past. If you had a problem bootstrapping when
Emacs is compiling the file lisp/vc-hooks.el, please try
again now.
When a similar problem occurs, these are things one can do. Read
the mailing lists and newsgroups to see if others are experiencing the
same problem. Wait a day or two, update, and try again. Check out an
earlier version instead using the -D option of
the cvs command. Alternatively, fix it yourself and post
the solution.
